Connection closed by remote host

please help i cannot connect using FTP and there is error like. Connection closed by remote host. i already edit my /etc/inetd.conf of ftp.

1. check if you can do an ftp from the same system

2. chck inet.conf
3. check ftpaccess
4. check inet.sec

check etc/services

in addition enable ftp services in /etc/inetd.conf
