console keyboard definition

Where can I find a listing for a serial keyboard/monitor connection though the console input? Had a new guy set up root password using shift+3 not realizing the default console keyboard is not "straight forward" as to what the keys mean. I always just fumble around until I hit the correct keys or try a different method when on a console keyboard, not very efficent.
