Solution
A. You do not need to, but I think it would be a good idea. Enterprise OE contains serveral tools you will want to take advantage of including Mirror Disk, Online JFS, Glance, and Process Resource Manager (PRM).
B. Yes there is a way to upgrade from Foundation to Enterprise. Consult your "hp-ux 11i Version 1 installation and update guide"
http://www.docs.hp.com/hpux/onlinedocs/5990-7279/5990-7279.html

Re: converting from Foundation OE to Enterprise OE
After I installed the foundation I did install the 11.11 mirror-ux and onlinejfs etc...So I think I have all the Apps at 11.11 I need. I didn't see anything in the install and update guide that talks about going from 11.11 OE Foundation to 11.11 OD Enterprise, but I'll look again.
