CPU load average and utilization

Hi all,

I need a small clarification on CPU load and utilization of CPU.In my HP box rp3440 I can see CPU load average is 4.5% where as CPU idle time is 80%.Why this difference as per my knowledge CPU load average more than 3 means server is over loaded CPU is it correct?
Please advice me on this ..

Load averages: 5.47, 5.29, 5.57
527 processes: 463 sleeping, 63 running, 1 zombie
Cpu states:
CPU LOAD USER NICE SYS IDLE BLOCK SWAIT INTR SSYS
0 3.89 0.0% 0.0% 0.0% 100.0% 0.0% 0.0% 0.0% 0.0%
1 7.05 7.9% 0.0% 8.9% 83.2% 0.0% 0.0% 0.0% 0.0%

avg 5.47 3.9% 0.0% 4.9% 91.2% 0.0% 0.0% 0.0% 0.0%
