CPU Utilisation 100%
If i stop the apcagt , CPU utilisation comes down to 7 %....once i restart it again utilisation is 100%

Do you mean opcagt rether than apcagt? opcagt is part of the OpenView package so I would start with current patches and restart the agent using the start/stop scripts in /sbin/init.d

Restart the process or reboot server once if possible.And check the sar

If you don't use any of the OV or Perf, I recon stop that process.
This might be beco'z you add any patches to the system.
