Create new account to admin SWAT

Hi all
I'm configuring a samba server now and here is the question:
I want to authorize some one else to configure samba by SWAT,but I don't want him to know the root account.

So I have to create a new user to access SWAT.

But the user I created doesn't have as much power as root does.

Could you tell me how to create a new SWAT administrator who has the same power to root?

You could use sudo.
