Creating I18N datafiles in oracle on HPUX11.11

Hi,
I have requirement to create atleast one datafile in oracle database in non english character set. I have HPUX 11.11 64 bit PA -RISC machine with oracle 9.2 installed on it. So how do i create the datafile with non english(say german locale.) Do i need to install any german locale patch in my OS? Or Should i install any German locale patch in my Oracle software? Please help if anyone is aware of it? Thanks in advance.

See if you already have german locale set??
locale -a
There is no substitute to HARDWORK

Yes. I have the German locale set on my machine.
