When I run cstm -> selall -> info I am getting the following error
Failed to execute the information tool.
There are insufficient resources on the Unit Under Test (UUT) to perform the
operation.
Please refer to the System Activity Log on the UUT for more detail.
The User Interface is disconnecting from this UUT.
Please Refer to the UI Activity Log for more details.

Cheryl Griffin has a good solution. you may have to download and update.
I just have an idea:
Why don't you try to restart again the diagmond process? Just kill -9 and start again:
/usr/sbin/stm/uut/bin/sys/diagmon

(If you were seeing this problem on a recent version, then the next question would be, what does the UI Activity Log show.)
http://www.docs.hp.com/hpux/onlinedocs/diag/stm/stm_upd.htm#table shows the latest versions of OnlineDiags. A.44.00 is the final release for 11.00, and the latest patch for that is PHSS_30890. I'd recommend you install both.
