Cyrillic input in CHUI from Putty, strange problem

Hi all!
We have many users, who login to HP-UX via putty and use CHUI interface software. When they try to typing cyrillic characters, this do not work in CHUI interface. But if they typing cyrillic in bash only in the console, all OK.

And when i login to HP-UX from the linux OS, and use konsole or xterm, all OK in CHUI software to.

In the shell - /bin/sh we have the same problem.

Who know something about this?

System is: HP-UX B.11.31 U ia64
Bash: 4.0.010
locale: ru_RU.cp1251
Putty - 0.6 and 0.55
