*dat file

For the past week or so, a DAT file called perflib_perfdata_***.dat appears in my "local settings"; the *** is a random alpha-numeric. Eventhough no programs appear to be running, I am unable to remove this DAT file because it thinks it is in use. I'm told that sometimes this file appears if the system was shutdown incorrectly ... it was not as we are careful as to shutdown / startup processes.
How to remove and block future perflib_perfdata_***.dat files?
