Solution
Shalom,
service xfs stop
That will effectively shut down the font server and prevent login.
This functionality is controlled by network administration. If they make a vlan with a smaller collision domain that will also effectively stop this service.

XDMCP as in broadcast CDE desktop ?
/sbin/init.d/dtlogin stop
edit /etc/rc.config.d/desktop and comment out CDE=desktop line.

Would commenting out:
* # grant service to all remote displays
in /usr/dt/config/Xaccess achieve the same results?
