DISPLAY_LAST_LOGIN /etc/default/security

I've seen previous posts about turning off/on the "Last successful login:" and "Last authentication failure:" messages via the DISPLAY_LAST_LOGIN variable in /etc/default/security.

I noticed in SMH that you can make the same updates for the entire system (assuming that would be /etc/default/security) or for an individual user. Does anyone know what file gets updated for an individual user? I would like to make the edit (rather a push) on a large number of servers and don't want to do the manual route via SMH. Thanks.
