dtstyle "internationalization window" problem

If we login to CDE in asian locales like ja_JP.SJIS, ja_JP.eucJP, ja_JP.utf8, zh_CN.utf8 and zh_TW.utf8 and invoke "dtstyle", it provides internationatiozation window.

But I am not getting this window in any of the multi-byte locales.

Please let me know what might be the possible cause for this behaviour.
