I have never heard of any EFS for unix, but if you could look at using bastille to lock down your systems, if security is high on your agenda. its a fantastic tool and its free.

Some flavors of UNIX support a loopback filesystem that, in priciple, would allow you to build this feature but HP_UX does not have this.
