ELM RULES (Filter all incoming messages)
On other UNIX-OS, I used to have my ELM rules setup under a configuration file (i.e. $HOME/.elm/filter-rules) to filter all incoming messages. I am wondering if HP-UX 11.0 do have this feature exist on ELM program? If so, where can I get the information or document to set it up?

I do not think we can configure elm to filter messages as it is only an interface to your mailbox.
There are some free softwares available at this location. pine should help you.
