I believe stm (cstm is the character based vsersion) is for displaying and/or diagnosing hardware and relating problems.
There is another program for activating additional cpu's, but you will need the appropriate codewords from HP to activate them. The codewords will come with instructions for activating the cpu's.
If you have the cpu's activated, and want to assign additional cpu's to a partition, then you need to use the partition manager commands. (man parmgr)

However I've never heard of using either tool to enable CPU's.

There is ICOD/ICAP (run "icod_stat -a" to find out), dual-core CPUs with only 1 single active core bought, nPars with additional cells ...

Only ICOD can bring up CPUs while online & you'd need a codeword to do that.

However it could be that someone has re-installed the OS on this partition, without installing the iCAP software.
I would confirm that what you are attempting to enable *is* definately an iCAP CPU, and then get the software re-installed. You can download and install from here:
ALternatively another partition on the 'dome might have the software already installed?
