Enabling for DHCP Svr

hello all,
I want to enable DHCP server . I'll tried that but iwas failed becuse after doing enabling from sam or /etc/rc.config.d/netconf file by changing DHCP ENABLE[0] value from zero to one and after rebooting i found this value can't changed and return to default value =0 and in auto_parms.log i read DHCP disabled . what is the problem i don't know

Use SAM to enable the DHCP server. It is very fast.
