enforcing quota on users already overquota
I will be implmenting a quota to user's home directorys, one that has never existed. many users are already over quota. what will happen to these user's accounts and access when they are over-quota and quotas are turned on/enabled?

It 's been since 1999 that I did quotas. From what I remember there is a grace period for over quota users. They can still login but will get a warning that they are over quota. I think they will not be able to save any files that they might edit. When the grace period expires they will not be able to login at all. So when you turn on quotas, those users over the limit will be on grace period immediately and will get the warning message upon login.
You could enable the quotas and only add one or two users in the quota file for testing. Then decrease the quota so that these two users are below their quota. Do some testing to get comfortable with it.
When the grace period expires, the user can not do anything. You have to login as root and either increase the quota temporarily so that they can login and cleanup or you clean up for them.
