It's hard to tell why a cache hit ratio would be low without knowing the other cache characteristics and your usage pattern. When DS starts the cache is empty, it's allocated as needed until the maximum size in entries or bytes is reached. If requests since DS started do not touch the same entries more than once, or if there is a high eviction rate due to the cache size being too small, then the hit rate will be low.
Please collect and provide the entryCacheHitRatio again and at the same time also provide the values of these attributes from the same backend monitor entry.
