I can login only as root, any other logins are not recoginized. Apllication and oracle databases can not be started.
Any idea what may be wrong or how to fix that?

# ioscan -fnkC ext_bus
instance 0 is the hardware path of the SCSI controller reporting the errors. try to find out what devices are attached to this SCSI controller.
As I mentioned, i suggest increasing timeout if you find out the device, example as follows:
# pvchange -t 300 /dev/dsk/c1t15d0

Have you got mirrored disks?
check if you have any stale lvols, it may be a disk failing somewhere connected to that controller.. check your hardware with cstm...

judging by the symptoms you describe I would assume that one or more disks have crashed; your users' home dir probably reside on one. Try checking by:
# vgdisplay -v | grep stale
if anything appears, you have failed disks.
Try also this:
# ioscan -fnC disk
and check for NO_HW
