error message " sorry! maximum users are already logged in"
Suggest me .. Is it required to load additional licenses... pls suggest procedure also.

Even systems displaying 2 user license will permit more users than that to be installed.
The OS has pretty much been unlimited user for some years.
So you need to identify where this is coming from.
Is it telnet/ssh and showing up in /var/adm/syslog/syslog.log ?
I think, probably not.
This is coming from an application, like Oracle and that is where to focus in correcting the issue.
More information required.
Always include the hardware model, OS (uname -a) and probably application in your requests. Don't assume we remember your details. I'm famous for consistently getting such individual details wrong.

HP-UX : 10.20
HP Hardware : HP9000 server
Application Database : Oracle 7.3.4
This server got crashed so i reloaded ux on new disk and restored old os config files from old backup and the file systems got mounted from old disk.
Earlier this system was working perfectly so i think some thing is missing ....

HP-UX 10.2 and Oracle 7.3.4 - that's far far from a supported configuration.
If I remember correctly, it was better NOT to be logged in on the console but only via VUE/CDE Xor rlogin - the console login was added to the counter.
