dbc_max_pct is 2. Most people do better with 5.
There may be other unrelated performance issues with your current configuration. Here is a link on that topic.

Your error text does indicate a kernel parameter needs to be changed. Don't know which one.
I'm not trying to hijack the thread and will watch it bcause I'm curious. A apolgize if this post is a distraction.

# ll /etc/vx/reconfig.d/state.d/install-db
If not, touch the file and attempt the command again. Sometimes there is a problem if that file does not exist. It might be a shell limit
ulimit -a
And check the limits
Also:-
You may need to extend maxssiz and recompile the kernel (and reboot).
Also check out the maxdsiz parameter for the maximum amount of data a program can use.
