Check on either one of those two patches, depending on the OS you are running, they see to fix the issue that you are having:
PHSS_23066 for 11.00
PHCO_22628 for 11.x

Please disregard the response above, it is very unlikely that an OnlineDiags patch from 2001 is going to be relevant here; if it did correspond to the version of OnlineDiags you have, you would need to upgrade that version anyway. An HP Array Manager patch from 2000 is even less likely to be relevant.
First of all, what versions of HP-UX and of the OnlineDiags are you running? ('cstm' shows the revision number when you run it.)
How often are the restart messages being logged, and are they just for dm_core_hw or for other monitors too? Is anything logged in /var/opt/resmon/log/api.log when this happens?

That's not a problem I've seen before. I've got two suggestions. First, upgrade to the current version, A.57.00 (which is available for download from http://h20293.www2.hp.com/portal/swdepot/displayProductInfo.do?productNumber=B6191AAE
If that doesn't fix the problem, or if you are unable to do that, I would suggest running STM and selecting CPU, and then running the Info tool, since that is apparently what is failing from the message you just quoted.
See if that runs successfully, and if not, what does it return? Look at the info log, the info activity log and the info failure log (il, ial and ifl under 'cstm').

I would suspect some sort of incomplete installation, so I'd repeat my recommendation to install the current release of OnlineDiags. The installation may well clear up any problems.
