For extend the FS /, i need single user ? don´t have JFS on line

Because of the root file system's requirement that it be contiguous, you can't just extend it (unless you happen to have free PEs immediately after it - which you don't). So, the only way to extend it is to restore from a an Ignite backup and resize the root file systems during the process.

Best way is with ignite. Basically, take image of server, then restore that image - but make changes to file system sizes once at the ignite recovery screen...
