fabckup /dev/rmt/c23t0d1BEST is not a valid device file for backup

Hi, can someone help me?.
I´ve got a tape unit DEC TZ89 connected to an Itanium rx8620 with hp-ux 11.23. When i try to perform a backup with fbackup i got the following message:
fbackup(3038): output file /dev/rmt/c23t0d1BEST is not a valid device file for backup.
I add a line with this tape unit to /usr/sam/lib/C/pd_devinfo.tx and got the same result eigther if i use sam or command line.
Thanks,
Sergi
