failed to apply PHNE_33159

I got an compilation error like this.

Advice I go is to apply pathch for ARPA stuff.

PHNE_33159 has many dependencies. Did you install them or , by any chance, did you disable the enforce_dependencies swinstall option (which is "on" by default)?

Looks like my enforce_dependencies is false by default.
