frecover exits with 134
When I try to recover a file from tape I get an
exit code 134 which is described in document:
http://www1.itrc.hp.com/service/cki/docDisplay.do?docLocale=en_US&docId=200000080063899
I do not have patch PHCO_19732. I am at patch PHCO_16405.
Any idea what the problem is?

You don't want either patch - they are both very obsolete. Get PHCO_33201 and any dependencies.
