FTP user account manuplation in IIS

it is simple that Windows ftp server does not use .htaccess files or etc/ftpuser sort of thing to just edit that file to create new ftp users or restrict acces by making changes to that file.

please help me in finding file/log or any thing else where windows ftp server stores ftpsite users account records....

or how can i manuplate/create new user through ASP/Java Saript or VBScript....

actually i require this for a site uploader which requires to create a valid ftpuser before uploading ftpsite/...


pls reply as early as possible..i m late already...with my project...
