get ODBC Driver for oracle 9i DB
Where can I get the ODBC Driver for oracle 9iDB?
Is it can freely download from oracle? Or need to purchanse the license?

The Oracle 9i ODBC driver is on the Oracle 9i Client CD, but can be downloaded seperately from www.oracle.com . However if you don't have the Oracle 9i client installed you will need the whole CD in anycase.

What is the diff between this oracle 9i ODBC driver and MS ODBC driver?

The Microsoft ODBC driver for Oracle 9i also needs the Oracle client installation on the local machine.
There are some differences between the two that were introduced when Microsoft made changes to MDAC resulting in some data formatting differences, most of the time it will work without a problem.

You will need to make sure your TNSNAMES.ora file is correctly setup and then configure the DSN (ODBC Data Source) in the Control Panel. Make sure the your %ORACLE_HOME%\bin is in the system PATH.
If you need help with setting that up rather post another question in the correct forum, which would be Microsoft General.

When you install the Oracle clients (e.g. SQLPlus) the ODBC drivers are also installed. Start up the install process and have a look at the options.
