How can to detecting user credentials in files

during a recent audit of HPUX systems, it was discovered that developers were coding userids and passwords within world-readable scripts. The audit folks are recommending "the use of a commercial solution to manage the use of embedded credentials". Can anyone point me in the direction of any commercial solution that can detect userid and passwords in files?
