How to change the time of last modification of the inode?

I can use touch -r ref_file newfile to change the time of a newfile to make it
the same as ref_file but cannot
change the time of last modification of the file when
using ls -lc to check the result. Anybody got idea?

That would require changing the time on the inode, which I don't think you can
do.
