What are the exact error messages ?
Have you got a /etc/default/security file ?
Check NUMBER_OF_LOGINS_ALLOWED

nstrtel 60
That default will limit the number of psuedo terminals for telnet and other logins. It is quite common for this to cause problems with maximum number of simultaneous logins.
maxuser parameter in the kernel (see kmtune or sam to change) will have no impact on this issue.
Please take heed of Peter's suggestion. You will find you get more help if you follow the forum norms.
