The best way to create an ignite image:
# /opt/ignite/bin/make_tape_recovery -x inc_entire=vg00 -I -v -a /dev/rmt/0mn (assuming this is your tape drive and making sure you use a non-rewind device)

I don't know what ECU disks are, it should be on one of the application software cdrom's. If youhave a fast internet connection you can download the software from below link.

do you only ask for tools like "make_tape_recovery" or the whole remote installation server, too?
Get it form software.hp.com, use "swinstall" to install the product, then start the server's GUI from an X-Windows session using "ignite" and follow the instructions on popup window.
You'll have to be "root" to be permitted to install the HP-UX core-CDs onto your local Ignite/UX server's disk...

you would better download it from the HP website. The CD's contain older versions. There was an 5.x version with issues for HPUX 11.00.
Ignite version 5.3 is available on the website and is working on HPUX 11.00.

It is recommended that you use the Ignite UX from the website:

From time to time, latest version of Ignite UX is freely awailable at
http://software.hp.com
The earlier version of Ignite UX had some issues which has been fixed in the latest version.
Command to install
# swinstall -s /depot/
/depot id the directory in which you have keep the Ignite UX software.
Command to make the ignite ux tape:
# make_tape_recovery -a /dev/rmt/0mn -x inc_entire=vg00 -Iv
