Run SAM and follow the menus:
Auditing and Security->System Security Policies->General User Account Policies...->Unsuccessful Login Tries Allowed

Or just edit the file /tcb/files/auth/system/default, set u_maxtries# to value you want.

You really don't do that with ssh daemon.

You do it system wide. Taking your system to trusted mode will limit the retires to three by default.

Non trusted you have to have a script parse lastb output.

Trusted system is obsolete and will not be carried to Version 4 of HP-UX 11i
