You could edit /etc/default/security.

In the /etc/default/security file you can set the minimum Characters, history depth, and length.

The simplest method is to use SAM to set your password rules. There are several forms of authentication and security and each one provides different controls. If your system is not Trusted, you won't have a password history as an example. SAM recognizes all the security methods so it will provide choices for what you have. If you need more choices, the system will need to be converted to a higher security level. In SAM, select Auditing and Security, and then System Security Policies.
