How to set TimeZone in SCM3.0

Hi,

When I run a tool using mxexec , I find start time and Stop time in different Time zone ie EST. My system is configured date in EUropean time zone. HOW to change to this Time zone in scm 3.0?

I would appreciate should any body could help
