It will hardly take up any resources. The password file is split up into a file per user, and will take up about 250 bytes per user.
The authentication probably takes a little longer, too, because more files need to be opened and checked.
This 'increase' in resources doesn't lead to a noticable performance drop. You will not see a difference.

Converting system to trusted will not effect the performance, it is my experence. There is no need to take backup or required patches for converting the normal system to trusted system.

You can safely use 'sam' to convert to a trusted system.
There is no need for specific patches or backup before going to trusted mode and you won't notice any difference as far as performance is concerned.
