HP 9000 and PCI/USB for CD drive?

I have an old HP 9000 A400, and need to attach a CD-ROM drive. There seem to be no external SCSI drives available. Can I put a PCI USB card in it and attach an external USB CD-ROM drive? Are there any drivers that would work (not expecting it to be bootable).
An ounce of pretention is worth a pound of manure.

There is an external SE SCSI connector on the back of the system. You can buy CD-ROM/DVD Drives that attach to the SCSI port on the back.
What are the chances...
