03.39 is the version of ansi C++ compiler. ansiC doesn't have this version. It will be like B.11.11.04, B.11.11.06.
If you have have 03.37 version of aC++ then
patch PHSS_27942 will do (this is for S800, for S700 you need to find out the respective patch)
Yes the compiler works on B2000 and C200 workstations. But you need to install S700 verion

You need to have the Sep2002 application Cd's to upload the 3.37 version and later apply the patches which can upgrade to 3.39

aC++ for workstations(S700).
and Ofcourse the software is licensed.you need to have a codeword for the installation.

Then you need to have Japanese locales installed. In 11i it's in built, whereas in 11.0 it's a seperate product.
Japanese version of compiler need to buy from HP.
It's better to talk to HP, as we all use US english edition
