HP Comm API

I installed the HP comm API and tried running a program in Java( which works perfect in win2k) to communicate with the modem. Irrespective of the Hayes' command that I send to the modem I get a response "ATV1Q0". Moreover I receive this response again and again.
I would be thankful if anyone could suggest me a solution.
