HP Secure Shell 3.7.1 HP or Public Domain?

There have been some issues from the new version of Openssh 3.71p2 that was posted to the Porting and Archive Center:
http://hpux.cs.utah.edu/hppd/hpux/Networking/Admin/openssh-3.7.1p2

in the last week. This is NOT the same version available from:
http://software.hp.com so please be sure to check the version first if you encounter problems. You may do this via what and/or swlist.

HPUX version:

# swlist |grep -i secure
T1471AA A.03.71.000 HP-UX Secure Shell

# what /usr/sbin/sshd
/usr/sbin/sshd:
$HP-UX Secure Shell: sshd.c,v A.03.71.000 2003/12/02 $

Public Domain version:

# swlist |grep -i openssh
openssh 3.7.1p2 openssh

Is the HP version free and supported or is it a try and by.
I work for the Commonwealth of Massachusetts and we are trying to use more open source (supposed to be cost free). I'm trying to build openssh and haven't even finished downloading everything required to compile and build it.

We are using putty and a couple of ssh connections.

I just got my exceed 9.0.0.0 ssh connection working. This is more flexible for me than putty, but for nothing putty is great.

The HP ssh version is free and supported.
