HP-UX 11.23 running SGeRAC
I am new to Service Guard. And was wondeing if it is possible to create a cooked file system in two node cluster environment. IS there a step by step process I can follow ?

You mean install Oracle RAC datafiles on a filesystem rather than on raw and have it accessed concuyrrently from all RAC nodes?
Yes it is possible, but not with just SGeRAC. You also need the "Serviecguard Storage Managedment Suite Cluster Filesystem for Oracle RAC". Docs here:
