HP-UX & MSA1000 - problem device busy

I have a server(HP-UX 11 v2) which connected to MSA1000. Recently it was incorectly remove raid-disk on MSA1000 - this raid-disk was not removed on server at first.
Of course, I tried to correct this situation, i run vgscan and edited mnttab and fstab files manually.

Now when I try to create a new raid disk by vgcreate i receive system error - device busy.
vgdislay results apllied

How can i remove this problem????
