If not put in ignite tape and boot through it. Once booted the installation procedure is self explainatory.

if you are getting PDC prompt, then try searching for bootable devices.
Main Menu> sea
Now try locating your disk from this looking at H/W path. Now suppose if it is P1 then,
Main menu> bo P1
Interact with IPL> no
Now here if it says unable to read LIF area or something like that then using ignite backup will be an good option if you have it or then reinstalling the OS and doing data backup if you have any.
If it is unable to detect your disk itself in "sea" then you need to troubleshoot for any H/w problem.

Perhaps you could give us a little more info on your system config:
What kind of HP-UX system is this? (model #)
What kind of disks are you trying to boot from? (external stand-alone, HASS box, internal...FWD, SE SCSI?)
What kind of errors do you see when trying to boot? (bad LIF magic, timeout)
What kind of tape backup do you have?(fbackup, tar, make_recovery/make_tape_recovery)
What kind of tape drive? (DDS, QIC, DLT)
What are the paths to your boot disk and tape drive?
With this info, we stand a better chance of helping you to recover.
