Any new numbered release from HP I would consider as major.
I consider the twice yearly patch bundles the minor releases.

11i v2 11.23 PA-RISC/Itanium
Itanium only:
11i v 1.5
11i v 1.6 11.22
They are all major. As your application vendors support it, I would beginning September of this year get started on planning the move to 11i v2 11.23 on all systems.
My theory is that you let it be on the market a year before you install it.

There are no official documents that list which HP-UX releases are major or not. I think it is a question of naming. Major releases used to be the first in the series of 9.x, 10.x, 11.0, but then they changed the naming convention to be 11iv, with being 1, 2, 3, ... for the major releases.
I do not think 11iv1.5 or 11iv1.6 were intended to be major releases, only 11iv1, 11iv2 were. And the next major release will be 11iv3.

and "minor" mean, because HP doesn't.
Furthermore, each OS vendor has its own
distinct versioning conventions.
Back in the day you could perhaps argue that
in HPUX "X.Y" the major version was "X",
but since the marketroids have taken over
this is no longer the case.
