Hi,
have you tried:
Check interval:
ndd -get /dev/tcp tcp_time_wait_interval
To change it:
ndd -set /dev/tcp/tcp_time_wait_interval
To make it persistent, modify /etc/rc.config.d/nddconf

Except in perhaps some extremely limited circumstances, there should be no need to alter the length of TIME_WAIT. Just what is it _exactly_ that has you wanting to change the value? Depending on what that is, there are probably other and better ways to deal with it.
