HP11i installation option: TCOE vs Base OS

I am building a new HPUX 11i installation on a J5000 workstation. I am offered 2 enviornment choices: HP-UX 11i TCOE-64bit or HP-UX 11i Base OS-64bit.

what is the difference? Sorry if it is documented somewhere. I didn't find alot on this site by searching on tcoe.
