HPUX 10.2 Japanese CDE

I am doing a cold installation of HPUX 10.2 ACE99 and I am trying to install the bundle HPUXJpnCR700 (Japanese CDE Environment), however it doesn't seem to be available even though I can choose japanese as a language for installation.  If I choose Japanese as the language the install fails stating that the fileset HPUXJpnCR700 doesn't exist on the install media. 

I also tried to do the install in English and then swinstall the Japanese CDE, but it isn't on the media.  There are however about ten CDE's in European languages.  

How do I install the Japanese CDE?  where can I find it?
