HPUX 11.31 on SG 11.17

Can someone guide me a step by step method of implementing a 4 noded cluster on HPUX 11i v3 MCSG 11.17 ?

and why use 11.17? why not go for the latest version, A.11.19

11.17 is a proved setup for our application need. thats why we are sticking to that.

Well for HP-UX 11.31 you need to use Serviceguard A.11.17.01, and as Servcieguard does not affect an application, I see no reason why 11.19 would not work.
But if you must use 11.17, then get the 11.17.01 version for 11iv3

To save yourself an upgrade in the future, use 11.19 SG.

It has an obsolete date further in the future, is stable, reliable and you will be happy with the results.
