inetd -l
tail -f /var/adm/syslog/syslog.log
Now try your telnet
See if there is anything on the syslog that indicates the source of trouble. If you know how to fix it, fix it otherwise post here for further help.
You can use tcpdump to diagnose the network traffic as well though thats a lot of data to read.
Other tidbits.
See if telnet is even configured in the server machines inetd.conf file. It can't be commented if it is to work.

Are u able to ping to the hp-ux box?
If u r able to ping check whether telnet is enabled in the server.
/etc/inetd.conf file will contain a line for telnet
telnet stream tcp nowait root /usr/lbin/telnetd telnetd
If this line is hashed out then telnet will not work.
IF not, check /var/adm/inetd.sec and verify whether ur client machine ip is allowed to make a telnet session.

i) Check Connectivity:
Check with ping or nslookup with hostname or ip-address of the server.
ii) Check routing Status:
Check the routing with traceroute (unix) or tracert (windows) to hpux machine.
iii) Having any change to login in to machine:
When you are having login service like rlogin or ssh then login with check these.
a) Check telnet port is open:
netstat -na | grep 23
b) Check /etc/securetty file existance:
If that file is there then it will block to use root login
c) See /var/adm/inetd.sec file blocking service to particular ip-address / hostname / network
d) See /etc/profile or .profile for the speficic user's $HOME directory for blocking telnet service.
Check these. And post your work as response.
